I have a static van on a site for around 5 years, the site was sold and now the new site owners are starting to put up the annual fee, can they legally do that?
Why would you think they can't, they own it they make the rules. Or am I looking at it too simply.

Sadly it appears that the owners of static sites can do whatever they like, whenever they like. There are very little controls apparently. It's all about market forces. If they can get people to pay 3 times what they are paying now, they will charge it. Their land, their rules it would seem.
