Has he told the site he wants to move, they usually, from my experience, the site that is, charge for disconnecting, charge for removal of van from site, then of course the cost of transporting it to Blackpool, I wouldnt think not much left out off a grand, is the van new enough to put on another site, does the site at Blackpool accept their van.If they do then they have to site it connect it etc, sorry to sound a bit pessamistic, but that is what happened to us when we wanted to move from one site to another.
