Don't know if this clarifies matters but this is from Ofgem.
I have taken the following extract from the decision document relation to maximum resale price:
'A maximum resale price shall apply where gas or electricity supplied by any authorised supplier is resold by any person for domestic use, or for use in any form of accommodation (including that used for holidays).'
Under the licences a domestic consumer is described as:
Domestic Customer - means a Customer supplied or requiring to be supplied with gas at Domestic Premises but excludes such Customer insofar as he is supplied or requires to be supplied at premises other than Domestic

We are booked this summer for a site thats uses the pre-paid elec cards.
Looking at reviews for the site the average folks seem to use is around £5 per week.
Cards can be loaded at reception or a machine in the facility block, minimum loading is £1. Sounds good to me.
