An overnight ferry arrived in France at 8 am. - I hadn't slept well so I went into a campsite at 9 am. They didn't mind at all. They didn't send me away. They didn't charge extra. UK attitudes are just so different.

I don't think it's so much that, maybe they had empty pitches, you were not conflicting with leaving campers, and they had staff to deal with you. Maybe it was a quiet time of year. I think it's all down to circumstances.
Would they have been so accommodating if the site had been completely full so they didn't have any spare pitches? Would they have been so accommodating if they were well inland away from any ferry ports? Maybe they would, I don't know.
I recently went to a site with a 3pm check in and would have loved to have got there a couple of hours earlier, but didn’t, kept myself occupied with stop offs on the way down.
Morning if departure there was a downpour that was not forecast, followed by sun. I asked if I could delay leaving by an hour, to 12, to let my tent dry, and they said no because by then people would be arriving
That is quite a gap, 11am until 3pm. However, it does sound like they expect people to break the rules, and that they let them. Sounds very unreasonable not to allow you to dry out your tent, especially if check-in time isn't until 3pm. You had a good reason to delay, people arriving 3hrs early have no excuse.

This used to be a big problem at Chatsworth CMC site as there is a very long narrow private road to the site. The site always say that you have to leave by 12 and you cannot arrive until 1pm but people were still arriving early and blocking up the approach road. Now they put a great big chain across the end of the private approach road so you cannot even enter the road to the site before 1pm and there is nowhere else to wait and I think this has worked to stop people arriving early.
It’s very frustrating if you are the sort who abides by the rules and arrives spot on the earliest arrival time, only to find that all the best pitches have gone to people who arrived an hour early.

Maybe sites should allocate the worst pitches to anyone who arrives early?
This is a problem, like all previous posts mentioned a narrow access , etc we went to a site in Filey which has a check out time 1 hour after check in we had to park up in a field absolutely bonkers, we haven't been back to this site which is a shame because it is a good site other wise. We also have been to a lot of sites that the wardens are either at lunch or cleaning toilets etc around check in time. I think an industry standard 12 noon check in should be adhered, 2pm or later is a nonsense like mentioned earlier by the time you set up a day is wasted, we often book an extra night the day before arrival and turn up at 9am but this is an expense, on our last trip they insisted we paid for the awning for that night knowing that we weren't coming to the following day. Common sense has gone out the window.

Having a check out time later than check in is crazy, especially when there is a narrow access to a site. That is bound to lead to conflicts. Ideally on any site you don't want anyone arriving until well after the last departure has gone.
Turning up at 9am is fine on a site where there are plenty of empty pitches and easy access, but on a busy site or one with restricted access it could be chaos. Presumably if you have paid for the previous night there will be one empty pitch for you, but if you arrived a bit later after several have gone, you could have far more choice. Fortunately for us we are now retired so we try to avoid arriving on a Friday or Saturday. Our favourite day to arrive is Monday, as all the weekenders will have gone, leaving a good choice of available pitches. I realise that not everyone can do that though, we couldn't when we were working.
When we go for more than a week we usually take our awning, and it is this that takes the time setting up. If we are going just for a short break we don't take it, and we are usually set up with the kettle on in less than 30 minutes. Arriving at 2pm, this gives us most of the afternoon and evening free. We also consider the journey to the site as part of the holiday anyway.
We like sites where the owners or wardens are flexible and understanding. if the pitch is vacant which it probably is as many sites are never fully booked all year then whats the problem
The op has not stated which site he owns this would have been useful just so that I don't ever try to book a pitch here, also if there are any other owners or wardens who object to campers arriving to an empty pitch an hour or so early please supple the sites name as I wouldn't want to camp here either

The problem with some sites is not the availability of pitches, but access to the site. Some sites have very narrow lanes leading to them, which is why they don't want anyone arriving until the last departure has gone. Arriving before that could cause chaos.
As for not all sites are fully booked all the time, that's very true, but some are in the busiest times. We tried 3 sites before we found the one we went to in early July this year, and even though we were arriving on a Monday, the first two were fully booked. With hindsight I'm glad they were or we wouldn't have found the fabulous site we ended up on. Arriving there early wouldn't have caused any problems as access couldn't have been easier, and the owners were very flexible and understanding.
The site in question in Filey wouldn't even allow us to stop on an empty pitch while we waited for our pitch to be available, another site had the wardens cleaning the toilet block between 11 - 12 so the recieption wasn't open, but this wasn't mentioned on the website

We have been on several sites where the wardens were cleaning the toilets between 11 and 12, but as the arrival times were 1pm, this shouldn't have been a problem. It is though if people arrived before 1pm. The toilets have to be cleaned at some time, and 11 to 12 seems very reasonable to me if the arrival time is 1pm. It even gives the wardens time for a cuppa and a bit of lunch before opening reception at 1pm.

Still possible but clearly no time for lunch. Obviously however there would be problems if people started turning up before 12. Most sites I've been on however the arrival time is 1pm. Certainly that is the case with most if not all C&CC sites, and quite a few commercial sites too. 12 seems unusually early to me, but perhaps that's because I haven't been on a site where it was the norm. 12 is normally latest departure time, I've found.
Sites have their routines, and generally I've found that if everyone sticks by the rules it works. The problems only come when people start thinking that the rules don't apply to them. People turning up while the staff are busy cleaning the toilets for instance.
With my limited experience, I'd say the problem here is folk turning up early... unannounced and unexpected!
I've done it a few times... probably never more than an hour early though... but always after consultation and agreement with site management. If they had said no, as we are full, and may not have vacant pitches available when you arrive, I would have fully understood, and loitered about in town or on route... But I don't recall anyone ever saying no, to be truthful! Maybe we don't go to the good sites, where they are always full, what with being so popular!
As a tent camper, it's also very nice to hear "Don't rush packing away, and ignore the advertised check out time. Not a problem if you want to hang about for a few more hours in this glorious weather"... or words to that effect!
I think we've been offered that on about 90% of the site's we have camped at... but only taken advantage of it once, more fool us!
Ooh... I recall...
(Advertised departure was 12 noon, arrivals 1pm):
After agreeing with the site to arrive ("no more than an hour") early, we once arrived at 12:30 (30 mins early), only to find the previous tenants still on the pitch, ambling their way through a very leisurely de-camp, with no obvious respect or consideration for rules, or other people!
As we arrived 30 minutes early, we had no cause to complain, of course... Even though they should have been gone 30mins ago!
It was also evident that there was absolutely no way they would be packed and gone for 1pm ( our official arrival time... but an hour late for them departing!)
In the end, it was 13:40 by the time they left! 1hr 40mins after they should have left. 40 mins after the official arrival time. 70 mins after we had actually turned up.
Needless to say, the site owner could only verbally gee them up*, and apologise to us, although we fully understood it was all out of his control.
*"What else can I do? If I kick them off site, you still won't get on your pitch, as the bloody tent is still there... along with half their furniture, and an unloaded trailer!"
