Definitely Ross Park in Ipplepen, Devon. We've just returned from there and it's lovely. They actually WELCOME dogs not just accept them. They've got a large off lead dog area, doggy shower and grooming room and they're allowed into the conservatory.
Only downside is the area has mainly 'no dog' beaches so you will need to drive out to the dog friendly ones.
I think you will find that all Camping & Caravanning Club sites and Caravan Club sites are dog friendly but certainly both club sites at West Runton, near Cromer Norfolk are ideal for dogs with miles of footpaths from the site (I think the CC site is members only). Also the same applies to both the Sandringham, Norfolk club sites.
Most Norfolk beaches are dog freindly either side of the main resort areas.
Little Cotton, Darmouth is very doggy friendly. They have a lovely dog walk on site and the park and ride bus service into town (that is right outside the site) takes our four legged friends too (no charge!).
