Not many site within 'easy' walking distance. 
Upper Lynstone is the closest. Fairly basic I think. Not stayed there but we have friends who stay regularly and they love being within walking distance of the town, canal and beaches. 
Bude Meadows is a BIG site and is within a reasonable walking distance to Widemouth Bay (once you get across the very BUSY A39! ).
If we were camping in Bude (!) we would stay at Wooda Farm Park. It's a beautiful site. You can walk to Bude from there along the public footpath or through the little village of Poughill. I'd imagine it would take 'walkers with dogs' 30 odd mins to walk to Bude (closest beach would be Crooklets). 
There are dog restrictions on most of our beaches (daytime!).
