I can recommend Centenary Way at Filey - lovely site with good facilities and only a ten to fifteen minute walk down to the beach. You can fish there or walk along the promenade to the slipway and fish near there, or drive to Filey Brigg country park, park up, and fish off the rocks.
Another site I can recommend is Serenity at Hinderwell, eight miles north of Whitby. You could drive into Whitby and fish there, or Runswick Bay is only a mile from the site.
