Campsites on the south side of Dartmoor tend to be just outside Dartmoor national Park. For example - Lemonford Caravan site, Holmans Wood caravan site and parkers Farm Caravan site are all on the right side for you if you want easy access to the south coast but they are not what I would call Dartmoor sites. They all have some road noise as they are close to the A38, but if you want easy access to the South's beaches and can overlook this then one of those 3 might suit.
If you want quieter/more "moorland" sites you might be better coming inland - although this will impact on your time getting to the coast.
Runnage Camping Barns at Postbridge is right in the Moor. Quite remote in location but a typical moorland site on working farm. Fires allowed and site borders stream. Very pretty basic camp site, but would involve a cross moor drive to get to the beach (nice and scenic though!!)
We stay quite regularly at Harford Bridge near Tavistock. This is just within the National Park about 2 miles from Tavistock so again if you wanted to get to the south coast you would have to go across moor. The site has spotless facilities and you can pitch next to a lovely river if you don't have EHU.
