CC&Club site at Hertford NOT Balls Park. You will find their are mass living on them all year with short breaks every so often off site. Some have been there years.
There is a small site on a farm in Lilley Bottom off the A505 Luton to Hitchin road. Lilley is to the left, this farm is on the right of the junction, going towards King's Walden. There are caravans there with TV aerials so has ehu. Might be worth a try if you can find it. It would be handy for Luton Airport too. It's called Lilley Bottom Farm btw, no mention anywhere that I can see about a caravan site.
