i'd never visit a site that charges for extras such as windbreaks, hence why we mainly stick to sites that are a little more "rural" and don't have set pitches...
site owners can pretty much slap a charge on anything they want to (that's their prerogative) because there will always be campers willing to pay thru the nose just so they can stay in a particular location...

Just got back, and it wasnt as bad as it seemed, although we didnt use our windbreak, nobody checked to see whether we had one, and we did enjoy our stay
