I would recommend Beverly Park in Paignton. We stayed their last year in a static, but the camping area has the best views of the bay. There is a good in and out door pool, crazy golf, kids clubs, bar, take away and restaurant, but not too overpowering. The location is great for all the tourist bits and bobs.
