Not sure its quirky enough for you, The Secret Garden just outside Wisbech is lovely and a very well priced (book early). The children can collect eggs, feed the pigs and watch local wildlife on TV in the communal lounge or play table tennis. There is a dog exercise paddock and lovely walk down the lane to the river although not sure there is access for kayaking/paddling.
