Not sure any of us living in London consider ANY congestion/ULEZ charge to be CHEAP!
Not sure how it all works with foreign plated vehicles, whether there is still any reciprocal agreements in place post Brexit to chase them to home country for non-payment. But the real killer one that you don't want to get caught by is the low emission zone (LEZ) that starts mostly just inside M25, that's a £100 PER DAY fee (and £200/day fine for non-payment)! It does apply to even some small MHs that don't meet the emission standards!
It's all very complicated with multiple zones overlapping for emission and congestion, best try and make sense of it yourself from here https://tfl.gov.uk/modes/driving/ . It's all done with automated cameras and numberplate recognition, no physical 'toll booth' type pay points, so you do have to have your wits about you to know which zones you've been in. Most non-locals are terrified of driving around London anyway, so happy to keep out, just ensure you don't drive inside M25 is best advice!!
Now to camp sites, there's a few just outside M25 (sorry can't name them from memory), with reasonably good train links into town. One that I do know is 'Commons Wood' CAMC (Caravan and Motorhome Club) site at Welwyn Garden City. Reasonable walk or short Taxi ride into town to catch train (two lines) into St Pancras or Kings Cross. Not a bad town for restaurants/take aways/pubs etc. if you need local amenities. Depending on duration of stay, it can be cheaper to join the club than pay the non-member pitch supplement!
One thing you will find with nearly all sites around London is that they are not cheap, partly down to cost of running a site in that location, and partly fleecing the London bound tourists I suspect!

IIRC there is a site at Denham, near the airfield out towards Chalfont st Giles that my parents use. On the Amersham tube line.
Unless their vehicle was registered before 2005 they almost certainly don't need to worry about the LEZ which gives them a few more options for sites. As mentioned above, check the details for it at https://tfl.gov.uk/modes/driving/low-emission-zone/about-the-lez
The ULEZ is probably worth avoiding but it's much nearer central London
These two maps show the zones, the first one, in green is the LEZ - probably don't need to worry about that one. The second if the ULEZ which I'd avoid.
There's not a lot of choices of sites near London check the area search here for London campsites, then compare the locations against these images to make sure a particular site is not inside the ULEZ ( or use the postcode checker on the TFL website
Anecdotally, foreign drivers are not receiving penalties so they'd probably be fine anywhere, but recommend do their own research on that one!
Hertford C&CC site is fairly close to two rail lines. Hertford North into Moorgate or Kings Cross, and Hertford East into Liverpool Street or Stratford. We have just spent the weekend there with our DA, despite it being only 10 minutes drive from home. It's a lovely site and does accept non-members, albeit for a supplement.
I go to Enfield regularly once a week, and that is in the LEZ, but outside the ULEZ, which is just as well as my car is not ULEZ compliant. I wouldn't want to drive my car into London anyway, even though I did drive old London buses up there for weddings until fairly recently.
------------- Best Regards,
Colin

Thankyou for those helpful replies!
Hmmm. Wonder if they do chase….
I think they put unpaid fines in the hands of debt collecting firms who probably have reach beyond our shores.
Do you know how old their motorhome is? If its post 2014 and has a Europe 6 engines they will be OK in the outer ring of the zone, if they are 3500kgs, more than that becomes difficult.
Yes, would second Hertford, a lovely big site with decent connections into London.

Thanks for the links, but still trying to figure out if a Blue Badge holder with a tax exempt vehicle which is registered after 2010 is required to complete an application to enter the ULEZ or LEZ areas and if there are any charges? Also are you affected if travelling to Heathrow terminal 1?

one at Epping Forest ,Debden House.. council owned i believe, VERY large and [when we went there] very boisterous friday and saturday nights, as it seems the locals come out for a "gathering" giving the security staff the run-round all evening
