Great post and Question. Searching for sites with this criteria is not easy - I haven't ever seen a filter for this:)
Some great reccomendations that I may try myself. Camping, Trains and Beaches whats not to like for a youth of any age!

Not sure why I’m bothering because the OP plainly doesn’t (and it’s far far away from Paignton) but the Dundee to Aberdeen train line runs along the Angus & Aberdeenshire coast, and there are a number of sites that are beside or close to beaches as well as the train line, some sandwiched between. (I’ve been woken up by early trains at a few of them.) Site Search would show their location.
