We have twenty (!) tealights of different sizes - the smallest one to date is the asda ones mentioned earlier that are selling for a pound - essentially a glass cylinder the width of a tealight with lids top and bottom. Woolworths do one slightly larger at £1.99 in more of a "lantern style" - very easy to change the tealight by unscrewing the bottom. Finally our local pdsa charity shop had some "fold flat" ones at £1.00 each, but they have a lot of gaps in them and tend to go out with the slighest puff of wind. The other suggestion would be a spot of diy using baby food jars!
