If you already have a pvc tablecloth, you can just cut a hole in the middle,as it won't fray.
if you mean a normal fabric one , find the centre point by folding it in 4 . Then cut a cross shape , say about an inch each way. Fold back the cuts so you have 4 triangles, leaving a square hole in the middle . Like you would do for cutting wallpaper around a light switch. Iron the triangular flaps down , then stich along the square hole edges. Try it out on a bit of paper first, to see how long the cuts should be to make the hole the right size. if you dont want to sew at all, use the iron on wonderweb stuff for hemming .
