No. You cool the=m with ice, ice blocks, or frozen bottles of water, usually the day before you go. Then fill with frozen / chilled food and more ice / ice blocks / forzen bottles of water. Looks for threads on Maxcold, lots of fans on here including me.

It takes power to make the ice........... So yes is the answer to your question.
However once they are loaded with ice and your goodies they do not require power. Unless you are out in seriously hot conditions you should have plenty of ice well beyond the 5 days that the manufacturer claims.
I think they are brilliant, no gas to carry, no EHU, no flat batteries and no moving parts they are ultra reliable.
I get my ice from the gaffer of my local and I'm sure that if you found the right pub while you were on your travels and sweet talk the boss you should be able to obtain ice at the right price ( free!!! )
