Could anyone tell me where (if available) I could get stretchers for my windbreaks.

I have seen them but not sure whether they were home made.

It is to stop the windbreak from sagging. It looked like a type of cap that fitted over the top of the pole that was joined to the cap fitted to the next pole. These were spaced every 3-4 poles. Not sure if it was made of metal or not. Sorry to be so vague.
