Tie the elastic on to a piece of string then tape/tie the string onto something heavy but will slide through the pole.Done this with an awning pole but you never said what your pole is used for.
We have an Outwell and had replace a few poles this summer. I found that as the elastic is quite thick and stiff it pushed through on its own quite well. I just put a bit of sellotape round the end.

I am sure you will come up with something. Most retailers do a kit that includes a retheading needle,actually a piece of wire and let gravity do the rest. When threaded pull through until you find your original mark on the elastic and tie off with just a little tension on it. Do not cut it yet. Now test to make sure you can fold the poles and then you can cut.
