New to all this. Tried to get a 907 cylinder at Go Outdoors but the one we were offered was in a poor state with lots of rust. We were told they were all like that. Can anyone advise me on what sort of state I should expect a cylinder to be in.

They vary, you may get a new one or you may get an old one. They have all been inspected by Calor, who refill them, so regardless of the cosmetic appearance they should be safe for normal use.
Perhaps not all, but many of them may have worn paint and some surface rust, but I'm confident they would have been inspected/tested before being refilled.
I wouldnt worry too much about the appearance, from a shops stance if anything went wrong they would be liable.
Therefore I would imagine that they too check their bottles besides calor checking them. It would give them a bad reputation and I doubt theyd want that hanging over them.
When you buy a 'new' gas bottle, it is not necessarily new, it could be years old, they are checked, filled & used over & over again. Even if you managed to get a brand new bottle, once it is empty & you exchange for a full one that might be rusty.
When you buy a 'new' full bottle from a supplier, £30 is the cost the of bottle & the rest, £16-£20 is the cost of the gas. Once you have the bottle, when it is empty you return it to the supplier, pay just for the gas & you are given a full bottle. Your existing bottle is not refilled for you while you wait.
So, save yourself some money. You will often find empty(or maybe almost full)Campingaz 907 bottles on your local car boot sale for about £5 or even free from your local council tip. It matters not how dirty or rusty this bottle is, as long as it is recognisably a 907 bottle your supplier will exchange for a full bottle for the price of the gas £16-£20. The price of the gas varies, so shop around.

NEVER pay full price at go outdoors, try car boot sales or your local recycling centre. make sure its got a cap as some places wont exchange them without one. i picked up a 907 last year at a car boot sale for £1.00 and it was 3/4 full! a full 907 weighs approx. 6.37 kgs, an empty one weighs approx. 3.65 kgs, the gas weighs 2.72 kgs.
