Not exactly in Devon but, Tent Valeting Services in Bolton (yes, I know) seem to offer a good service, as people on here have experienced.
That said, seeing where you are, could there be a chandler's or other boating operation that might be able to help?
Alternatively, are you able to butter up someone with sufficient space to pitch it, and then wash with a hosepipe and brush (no detergent of course)?
A nearby school that's closed for summer, relative, friend, colleague etc???
You can buy spare elastic rings at many camping stores: they may not fit as the originals (sometimes sewn in) but can be attached using alternative techniques (there's bound to be an YouTube video on this).
