I know it's too late now, as you've already cut it, but for future reference, just fold it, and Gorilla tape it.
No Waste. No loss of original eyelets/loops around the edge, and it can be reverted back to it's larger original size if needed in the future.
Tape it both top and bottom (so no water gets in the folds), and away from the edges. Can be taped/folded for both length and width, so the tape forms an almost "St Georges Cross" stylee.
My tape is still perfectly in place, without any further attendance, after two years and counting, and as you know, that includes all year round camping, and a mud-flood in Wales!
I haven't actually cut it yet it only arrived yesterday. It does need cutting though as it is almost twice as long as needed. Also it has no other use, it is a footprint for a discontinued tent and was therefore cheap. I bought it for one purpose and want to make it perfect for the perfect tent
Don't think gluing will work, we've cut up plenty of ground sheets in past. You will want to stitch the double fold and add a loop of narrow webbing for pegging points about every 1.8 mtrs. Don't forget to make it about 30cm smaller than your tent or you will collect rain water. You'll be surprised how much water gets under your tent, we were . Any sewing machine will do as ground sheets are very thin, just go steady over the webbing points.
I had a similar problem when I bought a dedicated footprint for a new tent. It was actually too large so I cut it down to size. I didn't bother hemming, sticking, sewing or adding new eyelets and it's still going strong now over two years later having been cut down yet again for my present tent.
I made small holes along the cut edge with a sharp rock peg where the eyelets would normally be and use the plastic mushroom pegs for holding it down. Neither the cut edge nor the holes have frayed or torn so I haven't needed to do anything else with it.

Bargain discontinued footprint. Twice as long as needed. Mine now fits (apart from the front corners missing) but is now twice as thick!
As it is folded to one edge and taped to the other 3 edges, it does "fill with air" a little, so a slower, more precise fold/roll up is required when packing away,
