Although do-able, it is!
Unlike proper user-refillable cylinders, "exchange" cylinders (Calor etc) do not have an internal 80% safety shut off, which allows for gas expansion..
It's people using cheapie ebay-esque adapters that has caused LPG retailers to be reluctant to allow, even "ban", people filling up with lpg, unless it was clearly for propulsion purposes...
If someone want's to "save a few quid", and play around with decanting gas in their own back garden, amongst their own loved ones, then feel free ....But don't **** about with "adapters" on filling station forecourts!

The Safefill bottle is like an ordinary Calor bottle that you take out the caravan when you need a refill. The fixed tanks are usually fitted in motorhomes.
