Can't tell you where the best places are, but my son went surfing in Morocco - at Essauoira - or somewhere nearby - and usually where the surfers are, so are windsurfers.  He was able to hire all the surfing gear he required nearby, so didn't have to pay to take his own board. He stayed in an apartment on the coast, and in small village hotels inland.  He loved the place, and found it very friendly, and inexpensive.

Just returned from Essouira (windurfing capital of Morroco) wasn't in a camper but looked at a perfectly adequate hardstanding'campsite' just on the edge of town. I am not sure about winter opening but am sure there would be a website. There absolutely loads of French and Spanish campers around. Those not using campsites seemed to use a carpark  just outside the medina by the Supratours office, not sure if they overnighted there but they looked like they had you can't overnight along the sea front though.  Make sure all your paperwork is in order because there are very frequent police checks along the roads or maybe it was because the king was in town when we were there!You probably already know but remember how cold it will be.  Morroco is a fantastic country to travel around very cheaply and it has that little something different from Europe.
