Hi Peter

Where are you thinking of staying in Croatia?  - We have been many times to Slovenia and also driven from Slovenia - Croatia.  In which way are you thinking it may not be safe to use non motorways and non express ways?

They are lovely countries and especially in Slovenia they have one of the lowest crime rates.

The smaller roads are fine but can be a bit bumpy just make sure you have a bit of cash to pay for the speeding fine your going to get although you wont be speeding and if you pop into Bosnia walk where the locals walk and keep away from river banks

V = vignette and £35 is the cost of it seemingly!

You may find it dificult to avoid the m/way in Slovenia and therefor the cost.

The coast road south towards Dubrovnik is fine but do avoid potholes-- see my site!
