The thing I don't get about the any negatives to the suggestion that UK PLC adopts a vignette system is that it is a 100% money generator.
The Government passes a law (or Regulation) and says to ALL the cross Channel providers. "Foreign Reg Plate" That'll be X £ please.
The Operators then send the vignette money to the Treasury. As we are an island country, there can be no backsliding, no back handers, no nothing, except loads of money.

We unfortunately found out about charges in Austria 2 years ago.
We were south of Lake Konstance in Switzerland headed for Germany. We intended to navigate the small Austrian stretch by small road but by wife(me being wife!) error we ended up on the motorway. Through a long tunnel & out to a road block. Where it was insisted we shoud pay best part of 200 euro
As I understand it in Belgium according to the OP's post The system would cover local and foreign heavy vehicles, which will be charged based on the distance travelled, while light vehicles would pay a fixed fee for moving on the motorways and main roads.
It sounds like they will introduce a Swiss/Austrian type affair rather than the German maut type.

Unfortuanly in the terms of fairness it has to apply to every vehicle even UK ones so while i'm one of the first in the queue to say yes something does need to be done be careful what you wish for.

All British vehicles should pay VED, so that should be the fairness element taken care off.

Not that simple under EUlaw it doesn't quite work like that.
