Am I being dumb here, I have read the ATBM page that says you only pay 1.60 for the months that you use the tag, but when I go to the `subscribe` page it appears there is a 20 euro annual charge.

We used APRR Balade. No written forms to return, no passports etc to send off. Just sign up online, they send you tag and bill you by DD to your English bank account.
It cost 10euro for set up/postage and then 1.70euro a month ONLY for the months it is used.Billing is online, with detailed breakdown of costs. The only thing you have to remember is to change your bank card details online if you have a new card or different bank.

One thing that I have learned from experience, is that if you have a SANEF (France issued) Tag, and it's battery conks out whilst you are in France, as did mine, it can only be exchanged, at one of the SANEF offices, which can only be found on the Northern autoroute network.
On the other hand, should you have a APRR Tag that can only be exchanged on the Southern autoroute network.
This is why we have a Bip & Go (SANEF) French issued Tag as back up for our APRR Tag.
Those that have either a saneftollinguk or ATMB, Tag's may be able to comment, what the situation would be if either of those two Tag's should have battery failure whilst in France.
Well how long is a piece of string, I guess the none servicible battery in a Tag is something like a CR2032 button cell, who knows.
But once the battery is inserted, I guess you are looking at 4 or maybe upto 7 years life, all depends on how long the Tag has been sitting on the shelf.
Our Bip & Go Tag failed after a couple of years, found that out when we got to the first Fast Tag Lane as we were heading for Frejus back in 2014, and that's how we ended up with the APRR Tag.
All Tag's have a battery, but you can't exchange APRR Tag's whilst on the Northern autoroute network, and you can't exchange SANEF Tag's on the Southern autoroute network, barmy French demarcation but oh so French, don't you think.
If the battery fails on holiday, simply drive to a manned booth, hand them your Tag and they scan the barcode on it and away you go. An ever so slightly longer procedure, but still no fumbling for cash.
This I believe is the case for all Tag's wherever you are in France.

Hi Stuart, having been there and got the "T" Shirt, what happens if there is no Beep, and the barrier stays resolutely down this is what you do.
Hazards on, get out of car, on the Left Hand side near the Barrier is a machine, press the intercom button, and you imideatley have dialogue with an operative, then you see a regular ticket emerge from the machine, take that and Barrier goes up, and you are then on your way.
Remember this is the Fast Left Hand Tag lane, so it is not manned, so it would not be possible to get your Tag scanned in such a scenario.
It will never happen to me again, as I now have a belt and braces Tag arrangement.
The long que of not so happy drivers stuck behind me, had obviously thought that I had gone into the wrong lane, Mrs Francais thought it was nice that they were all waving to us, although the gesture that was being made, was not quite that!
