I agree completely! One thing insurance companies are experts in is wriggling.
As far as insurance is concerned, there is only one safe option and that is to stay in Britain until this is all over.

I can't see how they have much wriggle room there!

Or just buy travel insurance specifically to cover you for travel even when FCO advice is "all but essential travel" and for COVID too (if you meet their requirements). There are companies out there offering such policies.
