For the coastal views, the A259. BUT, there are several hills along the route, especially coming out of Eastbourne and up towards Seaford, out of Newhaven, in and out of Saltdean and Rottingdean.

Tha A27 is not so bad, but bypassing Brighton over the hill and up towards Devils Dyke and over may be a challenge?
The long queues from Shoreham Airport through the Worthing bottleneck, will frustrate you?

M25, M23, join A24 (near Crawley) towards Worthing, take Long Furlong at Findon, to joing the A27 to Arundel.

If you decide on M20/M25/M23, you'll need to take the A264 from the M23/A23 junction to get to the A24 north of Horsham.
That is probably the best route, if a little longer. There are also several hills between Rye and Hastings on the A259, including an awkward one at Winchelsea which has a tight turn at the bottom.
