We travelled down to the Cotswolds last year and went into the services at Junction 8 although it was busy there was still plenty of room and many other caravans were using it.
Is the stop off just for a brew and a stretch of the legs, or do you want an over-nighter?
If the latter; service stations usually charge, tend to be noisy with traffic and can be a bit pongy.
Use the camp site search facility on here to find a site near to the motorway.
if you just want to stop for a cuppa and a stretch
the new motorway services near Gloucester are very nice...no fast food chains, all local stuff...more like a farm shop on the motorway.
If you can get down to J13, then about 2 mins from there is Attwolls camping shop...they have loos there, but i don't think they have a cafe though
but plenty of tent porn to oggle!
I'll second the new Glo's services for a break,spotless and as above,you can buy fresh local produce,meat/veg etc,or the old favourite Michael Wood services

if your stopping overnight Gloucester kitchen services are free and have a separate caravan area away from the car and lorry parks well worth a visit

They are the fairly new 'sister site' to Tebay or Westmoreland Services on the M6 in Cumbria, well worth popping in anyway just to have a look at how well Services CAN be done. Loads of local produce in ther shop as well as the cafe/restaurant.
