Not a very safe thing to do at all. You would have a puncture and not even know. Then one day it just lets go. Most tyres with that sort of stuff in them can't be repaired, so it's a new tyre eery time. Of course it will do nothing at all for you in case of a blowout.
Bit pointless really, and certainly not safer.
