Registered as a panel van probably not, but to say that it's a cut and shut is not quite right. The vehicle has been modified, and modified to an extent where a SVA would be required, if it passes a SVA then the result would give it a new registration description.
I have my doubts as to whether it would pass a SVA in it's current state - I may be wrong though

First thing I thought was "it's not too bad". 2nd thing was " awful lot of overhang behind those wheels" then I looked at the pics of the inside. I'm still in recovery.
Perhaps there are 2 aircraft nose wheels or heavy duty jockeys instead of steadies at the back which are lowered hydraulically when on the move,
or locked in the landing position when pitched.
