It is classed the same as a skip parked on the road.A skip can be on the road short term only after being agreed with the council and must have lights on at night. You car can stand there as it has to have road tax, The caravan does not have road tax and if your car is not taxed it can not be left on the road. A friend of mine had his caravan parked on a lay-by a few yards from his house and as he did not move it when told by council they removed it. That was the end of his caravanning days which was only short lived for a few months.

You’ve got 4 weeks. You can presumably drive & tow, so your wife can watch while you move the caravan onto your drive & you park your car on the road if there isn’t room for both.
There really is no case to argue, a caravan is NOT a licensed road vehicle and has no 'rights' to be parked unhitched on a public highway, it IS as described by the council, technically, an obstruction.
You've probably been lucky not to have had notice to remove before! It doesn't really matter whether it physically causes any obstruction, it's a legal definition, to which the council are obliged to act upon, it's not choice, it's their duty to keep the highway unobstructed.
4 weeks is a decent amount of time to arrange to move it. Your personal circumstances, unfortunate and inconvenient as they may be, are not the concern of the council, there is no compulsion that you or your wife PERSONALLY do the removal.
You, friends or a professional towing service can surely move it to somewhere more appropriate within the 4 week period.
A great many of us are forced by circumstance to pay for storage yard space IF we want to own a caravan and we don't have private storage space, that's just part and parcel of ownership I'm afraid.

Sorry to be the bearer of bad news but, unfortunately medical grounds in this case are not even a consideration, never mind a priority. The council are not saying that your wife has to move it, only that it must be moved within 4 weeks. Hopefully you will get a buyer within the 4 weeks as that will solve the problem. If you do not move it within the stated time the council have the right to remove it, and they will probably charge you for doing so.
Hi Paul. Bare bones of your post is that you have 4wks to remove caravan or council will remove it for you & bill you. Easy solution is to list it on eBay asap. Auction it with a reasonable starting price buyer pays cash & collects. Clean it up & post plenty of pictures. Freedom caravans usually attract plenty of bidders so you should have got shut in a couple of weeks.
I hope Paulb27110 will let us know when it’s sorted, or is this yet another “one & only” post?
