Just a thought, but did the engineer check the distance between the ball hitch and each wheel hub centre? If the measurements are different, the van will probably be unstable.

Ours is a 2005 CRD and we do not lower or increase the tyre pressure which should be 2.2 bar around or 32lb per sq in in old money.
Definitely the best tow car we have ever had. If you were near us I would pop over and see if between us we can figure it out.

Normal pressures for commander are a bit higher than the Cherokee..
Not sure why you would need to increase tyre pressure if your noseweight is correct? Noseweight should only drop rear end by about 2 -3" down to 15 inches from the ground which is supposed to be the correct coupling height.
I have towed for more than 35 years and I have always increased the rear tyre pressure in line with advice given from such sites as tyresafe.org etc
I find 1: it stiffens tyre wall 2: reduces sideways movement and makes it a more stable ride Also I think it depends on how much rear overhang you have as this increases the load on rear
So far this year we have towed over 2000 miles (leaving home march 11 )and have not had any towing issues in any weather (touch wood)and its Wales this week

Good point about the overhang. On the Jeep GC it is very short which accounts for good stability. My mobility scooter sits in the rear, but forward of the rear axle.
Us too, I try and get the scooter (a pride colt nine) as far forward as possible in as many pieces as possible
But our rear overhang is longer than the grand Cherokee even though its the same chassis but with outriggers for the third row of seats...

What make of tyres have you got on the rear. some tyres are very soft walled,I towed my van with a shogun 3.5dti, it had good year road tyres,(Goodyear) It was a nightmare pulling this van i have, so i put 80/20 road tyres on, I did a little of road as well,plus better in winter, It was a different tow car,so I think as well as everything else,make of tyres come in to it.
