We had a similar thing happen many years ago, when in the New Forest with mum and her 2 yorkies, and our 2 jack russells. Caravan next to us had 3 whopping great alsations. They used to boot 'em out of the 'van and send them into the woods to do their business. Invariably they did it outside the van. Unfortunately, we'd "declared" our dogs.....and they hadn't. And they used to go out for the day before the wardens came on site, and didnt come back until the wardens had gone. So the warden at the time only thought we were the ones with dogs along our stretch. Of course they got the 'blame' for it! No amount of insisting that yorkies and jack russells couldnt possibly do turds THAT big would convince the warden!!

PS: Badgers do whoopsies remarkably similar to those a medium sized dog can do
