No, South Africa is a designated country for the purpose of driving licence exchange and a SA licence can be exchanged for a full UK driving licence. The new UK licence would be issued in accordance with current UK entitlements - so any issued after 1.1.97 would not have B + E entitlement, unless the applicant had this on their SA licence and asked for it to be included under "Grandfather" rights.

Sorry, you are quite right, I hadn't realised that South Africa was one of the designated countries, but I have now seen that it is.
