The sort of system you mention is usually accessed through your web browser. Assuming that the site issue you with what looks a bit like a credit card which has the access codes on. So you open your browser, your laptop picks up a signal which opens the page for the provider of the service and you just key in the details on the card. Thats how mine works. I should add that my Dell does not have built in wireless so I use a USB dingle which connects for me.
