Does anyone know of any safe overnight parking on the A38 in Devon or Cornwall.  we're thinking of leaving Kent around 10 or 11pm and then stopping anywhere roughly between Okehampton/Honiton and Dartmoor.

Depends on your definition of safe!  There are a gazillion large laybys but personally I'd not label any of them safe in this day and age.  The only relatively safe place would be a proper campsite I guess.  That would mean travelling at hours to suit arrival on site before the gates are shut though.

Your thread is asking for parking on the A30 but in your text you're route is the A38 via Plymouth.

The A30 has lots of large laybys to choose from & several small service areas where overnight parking is allowed, not sure how much they charge though.

No doubt the A38 has similar facilities to offer. Friends of ours regularly stop over on the A30 & have done so for years with no problems. I'd find somewhere you're happy with & enjoy a restful night.

 good picnic area /parking on a30 at honiton,toilets open 24/7,cafe opens at 7.30 for bacon butties.

 down slip road,turn right and under a30 turn right again,safe,loads of peeps park there,hgv,s too.
