You don't say what reading you are getting. You don't have to get to 100kg to be stable, also look at what 7% of the loaded weight of your van is, e.g. if van is 1400 KG then 7% is 98Kg if your van is less than this weight you need not worry getting to the 100kg.

Noseweight
It is a legal requirement that the noseweight should be 4% of the weight of the trailer or at least 25kg, whichever is the higher.. For safety you should aim for, but not exceed, the lower of the 2 figures specified for caravan and car respectively.
