Sounds like rd57chad is o nthe right lines. Also if your last move with the car and van attached was in reverse that may have locked the brakes on without there being any actual problem with the brakes. Caravan brakes don't operate like the cars. They can be circular in two halves and to apply they hinge outwards and enlarge into the wheel. There they can stick. When reversing the brakes kind of operate a bit like going forward and then slamming the brakes on pushing the caravan back applying the brakes. So to avoid the possibility of the brakes sticking after reversing onto a pitch drive about a full wheel turn forward and that should release any braking of the caravan systems.
You sometimes find after reversing that when unhitching the hitch stays stuck on the tow ball. That can be because the brakes have stuck giving no freedom of the van to move slightly to lift the hitch around the tow ball.
