Is he trying to run it on gas or mains electric? Bit confused as you say it fails to light up.

What sort of fridge and age?

Does any other electrical appliance trip the neighbour's power supply. Try an electric kettle, that puts a fair load on. If the kettle doesn't trip then the fault can be isolated to the fridge.

You say it trips the neighbour's power, does it trip his?

This can sometimes be down to a faulty EHU, ask the wardens if they have a spare to try. Or is he using too many electrical things at the same time? Usually just a fridge + kettle is ok, the general rule is to use no more than one heating item at a time. Plus the fridge is always on. That will depend on how many amps each unit is getting, it's quite low on some sites, so check that as well.

Sometimes just turning the fridge down to the lowest setting can ofset the problem.

Good luck!
