What I want is one that can be used as one step but if more height were needed it could be folded out to a double.

Now thats a good idea. Sounds like a gap in the market.

Looking at it another way, why don't you get one of these steps that extend from under the door of the van and also carry a spare single step.

That way you use the extending step when one will do and use the other single step when you need two.
