I bought one for one of my old motors when the heater matrix died, they are as much use as a chocolate teapot, mine, despite costing me £50 (I bought a "better" one) and being placed on the dashboard could barely demist a section of screen as big as a 12" record.

IMO, the airflow in the van would negate any heat output they did have, 2nd, Im not sure my 12S can deliver 17A to the 12V electrics.

It would not work on any van made after 01/01/1998 as all these vans are designed so that the habitation realy in the caravan disconnects all 12v electrics, the fridge works on a different circuit. I would have thought that a 12v fan heater would be about as much use as a chocolate fireguard in terms of heat output.
