Hi gloworm15, Welcome to the forum, have you tried the little red re-set button on the end of the water heater, (thermal cut out) they can pop out if not enough water in heater (have you bled all the air out of pipes) the cut out will be on the plastic that covers the electric cable, make sure plenty of water re-set the button (push) then try switching on water heater.
