I honestly don't know where people get their information from regarding being VAT exempt if you are officially registered disabled. The facts are that I looked into this about 3 years ago and you can't be excluded from VAT if the item is classed as a luxury which in the eyes of the law a caravan is just that. However, if you purchase a brand new motorhome then this is classed as a vehicle which gets the disabled person from A to B and is actually exempt from VAT charges but a second hand motorhome is not. So If you was considering paying around £25,000 for a used motorhome then for a few grand more you could have a brand new one with a longer waranty etc. etc. etc. Caravans, folding campers and trailer tents don't come under the same category as these are classed as luxuries. The law is quite strange sometimes regarding tax exemptions but if you see a qualified disabled person on site with a brand new motorhome then it might appear to be a luxury to you but not to them as it's a tax free entitlement.
Theres no vat on used cars & as a motorhome of whatever size is classed as car not commercial for vat purposes, so buying a new motorhome tax exempt is going to be better than buying a late model s/h, the price of which will be related the new price incl. the vat that most buyers will pay. I can't really see a problem with it, a disabled person may find for example, a VW camper more easy to travel in than a car.
Disabled people at the bottom of the heap need the help, nothing wrong with the Motability car lease scheme to help them get around but the state should not be funding luxury items. The vat free motorhome is just a happy loophole in the law that only the more wealthy disabled can take advantage of anyway.
