Had Saga some years ago and they certainly covered towing a van but of course you must tell them that you will be towing when taking out the policy.

any insurance will cover you for the car and van on tow against any damage.they will repair your car but not your caravan.they also repair any damage done by you to the other car while on tow.

saga  took me three years to get my money from them when a guy reversed into my wing at braithwaite fold.lucky i had legal cover on my policy.
