Depends what type of paint it is, but I suspect thinners might move it, but if it has now completely dried it might be quite difficult.

You could try a small amount of cellulose thinners on a wrag and give it a gentle rub to see if it removes any of the paint.
Or if the paint is not too thick try a rubbing compound to see if that might remove it.

Assuming it is already try you firstly must establish what type of paint it is. Is it oil based "gloss" type paint, water based emulsion, garden fence type water based paint, cellulose spray paint (as in car) etc.
Without having a better idea of type it's difficult to know what to advise. Some of the suggestions above may work for appropriate types of paint. Some may make it worse.
If you cannot find out which type, assume it's water based and make it very wet and scrub it with a scrubbing brush.
If you don't get any colour coming up it's going to be oil based or cellulose spray. one needs thinners/white spirit the other needs cellulose thinners. both will be very difficult to remove.

I suspect that the OP has already made life difficult by putting bleach on it.
I suspect it might need intervention by a professional, so might be worth contacting your insurance company.

I have not tried it myself but 'WD40' is supposed to be able to remove paint. At least it's worth a try first before approaching any professional remedy.

I've no advice, but I'm very sorry someone's done that to your van, and I hope you can get it removed soon.------------- "I'm a fool for my dogs"

giloo7 you could try this it's about a tenner from screw fix but i think B&Q do an aerosol graffitti remover for under a fiver.
the de-solv-it claims to remove paint etc from brick, plastics and a range of other surfaces, may be worth a try, on an inconspicuous area first though
