Not sure about caravans , but I'm going to presume you have a pump on the shower, so as you lower the shower head the pump isn't going to have to work as hard so can push more water through it.
My suggestion would be have a look to see if there are any filters that may be blocked (lime scale deposits etc ) check the shower hoze ends also as some have restrictors which have a fine gauze to filter any contaminants before they get to your shower head.
If there is a pump does it have any flow regulator on it that you can adjust.
Just thoughts that I would look at first , same with at home.

It does sound like a pressure quirk to be fair, but can I ask if this is a retractable shower i.e., it doubles as a tap?
The retractable heads have a two position nozzle on them (most have anyway) and you pull the nozzle downwards slightly to adjust the spray pattern for a more suitable shower use, then click it back home for tap use.
Could you still have this set to the 'tap' function?

Hi guys.
Apparently there is no blockages as the pipes have been treated etc. the shower does not double up as a tap
Any other suggestions
The water runs from the aqua roll straight to the shower with the hot going via the pump . Someone said that the lead going into the aqua roll is linked to pressure?

In the past between different vans l noticed different pressures ie our Bailey had a external pump and the pressure was great, with our Coachman lazer the pump is a submersible type (into Aquaroll) and pressure was lousey changed filter etc. In the end bought a higher pressure submersible pump which helped

We had this happen to us once and the solution was wuite simple the shower hose has a thin rubber tube insert and this had somehow become twisted inside the the outer, took a couple of goes but we managed to untwist it and voila! We knew to try this because we once called a plumber to our home shower and he suggested we try the above before paying him for a call out.
