Sorry to be a dimbo :( I have a rail in my shower below the light and it has an elastic thingy streched along it .. ! For the life of me I have know idea what it its for . Can anyone give this dimbo a clue

We hang wet towels on ours and if you travel with them still on they don't fall off.
