It comes from the context, ie as it might have been used for residential use there should be no mechanical issues as towing mileage would probably be low.
There are indeed some sites that do indicate in their t&c's that they do not allow specific makes of caravan or vans & trucks as tow vehicles. here for example, read 'tents/tourers. Its possible sites in specific areas where numbers of non recreational caravanners may be known to congregate for social gatherings etc apply these rules to protect their businesses & are probably flexible on this rule if caravanners are obviously not from a specific demographic grouping.
